New York's Surprise Bill Law predates the federal No Surprises Act and remains in force where it provides stronger protection. It covers emergency services, services at in-network facilities by out-of-network physicians, and referrals to out-of-network specialists when no in-network option was offered.

If the provider won't budge

File a complaint with the NY Attorney General.
